The Presidium of the State Council of Russian Federation meeting on the topic "On measures to accelerate the development of livestock sector as a priority to ensure food security of Russia" was held in the Belgorod region. G.A. Bobritskiy, "Prioskolie" group chairman of board of directors, took part in the meeting.

- Russia will reduce dependence on supplies of meat from abroad - said President Dmitry Medvedev. - We believe that the livestock sector has a priority in ensuring food security of our country. As a result of the recession we have experienced in 90-th, the country has become a major importer of meat. The situation had to be changed. Since 2006, we carried out systematic measures to raise livestock production within the high-priority national project "Development of agricultural industry" and State Program of livestock sector development. The key role was played by subsidizing interest rates on loans, investments in major projects in poultry and pig production. This led to the industry breakthrough. Pork production increased by 40%, poultry - by 76%. The greatest achievements were made by the regions where local livestock production development programs were implemented and modern large integrated structures were created. Belgorod region in the area that looks like a modern European region, and can be used as an example for others. We need to keep positive dynamics of the industry development. Anyway, the things we are are doing and we are planning to do, with all due respect to our trading partners, should not lead to a deterioration of domestic producers. We must save the predicted stable prices for the products. This is the aim the government should proceed.

A report on measures to promote livestock production in the period from 2010 to 2020 was made at the meeting of the Presidium of the State Council by the Minister of Agriculture E.B. Skrynnik.

The Governor of the Belgorod region, E.S. Savchenko, took part in the discussion during the meeting. Noting the critical importance of the question, he said that the area ??livestock development program, adopted in 2003, provided the increase in meat production to 500 thousand tons per year. In fact, in the first half of this year the region produced 507,000 tons of meat. And if there will be no force majeures, the region will reach the level of production of 1 million tons of meat per year untill the end of the year. In the short term we expect increasing the production of meat up to one and half a million tons. In addition, Belgorod companies successfully implement large investment projects outside the region. "Prioskolie" company created the plant with production capacity of 100 thousand tonnes of poultry meat per year in the Altai region. "Miratorg" company is now building a large pig farm in the Bryansk region ... The social component of the already implemented projects - 44,000 new jobs, with average salary of 21 thousand rubles. Focusing on the problems impeding the further development of the industry, E.S. Savchenko noted that the reduction of quotas on imports must comply with the growth of meat production by domestic manufacturers. Then, according to his estimates, 2012 will be the last year of poultry and pork imports to Russia. In their plans, the government must also take pay attention to the production by all the members of the Customs Union, in particular, Belarus and Kazakhstan. We need a clear signal to producers from the state: how to develop themselves in future? Should we continue to increase the volume of production or should we stop at a certain stage of the development? We require a government support in the form of subsidized interest rates on loans of all projects related to meat cluster. For example, such projects as the production of amino acids, veterinary drugs, packaging materials. The production of alternative fuels must be covered by special "green" tariffs.

- Absolutely correct and competent presentation of the question, - Dmitry Medvedev estimated performance of the governor. - This points to the fact Belgorod citizens think about the future and this explains their current successes. I would like to bear out the statement about the "green" tariffs. They must finally appear. My request to the Government: Take the matter closely.
